No, Luigi's Mansion was what kept the GCN hanging at first, until Melee, Pikmin, and other major games followed. It's not a spin-off, since this established it as a major game. Maybe that rumor was just comparing them to the NES and SNES classics, along with 64 and Galaxy.

...if Mario Tennis was released at launch instead of Luigi's Mansion, it would have held the Cube in place just as well. Does that make Mario Tennis any less of a spinoff? No. Same damn thing goes for Luigi's Mansion.

Mainstream Mario games (IMO) - Original trilogy, The Lost Levels, Super Mario World, Super Mario 64, Super Mario Sunshine, New Super Mario Bros., Super Mario Galaxy

Everything else, in one way or another - Spinoff

I'd be willing to call Yoshi's Island (it was Super Mario World 2, after all) and its sequel part of the main series too.

from the little i played of luigis mansion, i liked it, i just never owned the game or played it too much

But Luigi's Mansion is kind of an adventure game, where he explores this mansion on a quest to save Mario. Adventure games are mainstream. Spin-offs are more like party games, like the sports games, Mario Kart, etc.
